Our male boston also seems to get the really dry patches, some almost layered like bumps, so it sounds similar to what you described. He definitely doesn't have fleas, so i have always just assumed dry skin, possibly an allergy to something.
Are bathing her? Just be aware some shampoos can be really harsh, so i try to use stuff that is more natural with conditioning ingredients. I have one that has oatmeal and that seems to help.
