All I can say is crate training was the ticket for us!!!!! Years ago I had one little dog who just refused to housebreak, no matter what I did (now I put a few things together and know why) My ex-DH worked midnights and the little guy would sleep with him all day, when he had to go he would get up, walk outside the door and pee then go back to bed.... Needless to say that went on for about 5 months before I went and bought a crate and have crate trained 2 dogs after... Thankfully Derby was used to a crate when we got her so there was no issues

Try looking into classified ads for used crates. When you buy one, make sure you clean it well (you never know but trust me I picked up 4 crates this way! 2 for at home and 2 for my mom's and I wouldn't say any out of the 4 were used *hard*) I know my girlfriend just picked up a crate for her boyfriends bulldog for $40 and it was used for 6 months....
