My dog also had this issue and it ended up being a food allergy. We switched her food to Lamb and Rice and she cleared up within a week and is now very shiny. I also bathe her with this shampoo called Earth Bath which has tea tree oil in it. It prevents dandruff and dryness. You could try either of these and see if it improves. Good luck!
