How to help a Neglected Boston Terrier?

My sister in law has had this boston terrier for 4 years and ever since she got him she hasn't taken care of him at all, often leaving him outdoors on extremely hot days with dirty water, little food, and no shelter. Well now me and my fiance want to rescue him but he has some issues from being neglected all these years, when people approach him and he gets excited he pees, how can I fix this problem? He really is a good dog he just needs a lot of TLC (and a bath.)

I have been looking over this dog for the past 3 years of my relationship with the owners sister and I know he is a good dog other then the submissive urination, I have taken him for walks and he is great, I have spent time with him just so that he can get some human interaction. When I start to pet him he pees and then he is fine after that, when this dog is not outside in horrible conditions he is kept in a 3ft by 2ft corner of my sister in laws kitchen where he only has enough room for very limited movement. He gets absolutely zero human interaction other then when she puts him outside on the chain or when me and my fiance are there. We live in Upstate NY and she drives to NJ every friday and doesn't come home until monday evening, she thinks she can just leave him a lot of food and water and he will be okay. The dog needs a good home and we can offer it to him.

Anyone know? He is also not fixed, would this help the situation?

fixing him will not change the behavior. but this is something that can be helped.he'll need a lot of attention on this problem. ignoring help best but i'd advise you to go to a dog therapist who will assist you in changing this behavior. he sounds like a loveley dog. rescue him is my advise!

this story is so disturbing.. I truly hope you rescue this poor baby..if you feel you can't do it, then please contact the proper authorities, and have him removed immediately from that home. BT's are very gentle, loving, dogs, and they require immense attention. Scooter is given constant love and attention, and so, this is encouraging him to be a great best -friend, these little dogs need to be your best-friend, they can't be in heat longer than a couple minutes, no more than 20.. I'm so upset over this poor little guy, please help him..
